Dr. Ling Luo is the Founder, Chair, and Executive Director of the Asian American Democratic Club (AADC), a national organization dedicated to advancing civic engagement, leadership development, voter engagement, and public participation within Asian American and Pacific Islander communities. She is also the Founder and Chair of the Asian Americans Leadership Council (AALC), a nonprofit organization focused on developing emerging leaders and strengthening community impact through education, advocacy, and public service.
A nationally recognized civic leader with more than twenty years of experience in public affairs, coalition building, and community engagement, Dr. Luo has played a significant role in mobilizing Asian American communities at the local, state, and national levels. She currently serves on the Democratic National Committee (DNC) National Finance Committee, the DNC AAPI Leadership Council, and the DNC Seniors Leadership Council Board. Over the course of her career, she has served as an Asian American advisor and community liaison to members of Congress, helping strengthen relationships between government institutions and diverse communities.
Dr. Luo has participated in multiple White House convenings and national leadership forums focused on civic engagement, public policy, and the advancement of Asian American, Native Hawaiian, and Pacific Islander communities. She has represented Asian American communities at national political conventions, policy summits, and leadership conferences, advocating for greater civic participation, leadership representation, and cross-cultural collaboration.
Her leadership has included organizing voter education initiatives, leadership development programs, community advocacy campaigns, and coalition-building efforts that have empowered thousands of community members to engage in public life. She is widely recognized for her ability to build bridges across sectors and communities, bringing together civic, business, nonprofit, and government stakeholders around shared goals and meaningful public impact.
Dr. Luo earned her Ph.D. in Organizational Leadership from Indiana Wesleyan University. Her doctoral research examined the experiences of Asian American women leaders in civic engagement and resulted in the development of the Inclusive Civic Empowerment Model (ICEM), a leadership framework that emphasizes inclusion, empowerment, belonging, and community impact. Her scholarly work and conference presentations focus on inclusive leadership, followership, civic engagement, and multicultural leadership development.
In addition to her civic and academic contributions, Dr. Luo brings extensive experience in business leadership, international relations, and strategic advisory services. Her professional background spans entrepreneurship, international business development, stakeholder engagement, and cross-cultural collaboration across the public, private, and nonprofit sectors.
